Affecto Delivers EMCS System Worth Over Four Million Euros to Latvian State Revenue Service

The IT solution provider Affecto has signed a multi-year agreement with the Latvian state revenue service to deliver an Excise Movement and Control System (EMCS). The value of the project is over four million euros.

The project scope is in development, implementation and support of EMCS for Latvian state revenue service. Implementation of EMCS is part of DG TAXUD’s (Taxation & Customs Union Directorate General) strategic plan to improve efficiency of work in European Union customs and tax administration offices utilising electronic information exchange.

The Latvian project starts in January 2008 and system will be delivered till 2010 by SIA Mebius IT, the Latvian subsidiary of Affecto. The agreed support lasts until May 2013. The project employs more than 20 persons during the development phase.

EMCS (Excise Movement and Control System) is a computerised system for monitoring movements of excise goods between Member States under duty suspension. It will replace the paper document that currently must accompany such movements (the Administrative Accompanying Document or AAD). EMCS will mean simplification of procedures, paperless administration, and effective use of modern IT tools.
