The Driver and Vehicle Licencing System Developed by ELEKS Software Successfully Withstood the Test of Time

ELEKS Software Ltd, a Ukrainian IT services and product company, announced that it has supplied a Driver and Vehicle Licencing System (DVLS) for the Transport Department of the States of Guernsey (Channel Islands, UK).

Developed by Eleks and its strategic alliance partner teleologica ltd, the system provides comprehensive support for the administration of driving licences and vehicle registrations in Guernsey. DVLS handles in excess of 86,000 registered vehicles and 50,000 driving licences and includes a full vehicle and driver history.

System development commenced in August 2006. The driving licence module went into live operation in July 2007 and the vehicle registration module followed in January 2008. DVLS was created using innovative technologies to achieve the required levels of security, flexibility and system performance. The project included migration and cleansing of data stored on the previous system.  On-site consulting and user training was also provided and comprehensive manuals were prepared for users.  Eleks provides ongoing maintenance and technical support.

Implementation of the new Driver and Vehicle Licencing System made it possible to significantly improve the quality of services provided by the Government to citizens and businesses in Guernsey.  The scope of the work also included design and supply of new driver’s licences modeled on the requirements set by the 3rd European Driving Licence Directive and sourcing of card personalization and ancillary equipment.
