Recently, the software and services company TotalSoft has signed two contracts for Primavera implementation with Steaua Romana and RAFO Onesti. Primavera is the Project Management system used by all seven oil refineries that exist in Romania today.

The value of the two contracts is over 110 000 euros. Both contracts are for Primavera system implementation and for the Project Management consultancy services that TotalSoft offers as well.

Steaua Romana – the first oil refinery in Romania, with a history of over 100 years – decided to implement the TotalSoft solution in order to manage the technology upgrade process necessary to produce EURO 5 standard products. Steaua Romana oil refinery is investing over 20 million euros in new installations and other technological upgrades in order to improve the performance on the market of its products. The project has the deadline in 2 years and it’s co-owned with the general contractor.

The reason for acquiring Primavera and PertMaster (project risks analysis) systems was the decision of the top management of the refinery to ensure a better control of the project, and of its risks and, of course, to ensure meeting the deadline for the technological upgrade process.

As specified in the contract, TotalSoft will also provide the consultancy services by assigning three Project Management specialists (a Planning Engineer, a Project Manager and a Risk Manager) to the project. These three consultants will develop the work and communications methodology that will guide the cooperation between the beneficiary and the contractor.

Rafo Onesti – the second oil refinery that chose Primavera this year – is the third oil refinery in the country as production capacity, estimated to produce 3 500 000 tones every year, in the shortest time possible.

Rafo acquired licenses from TotalSoft for Primavera and MyPrimavera – the Web version of the system – as well as the Project Management consultancy services. The consultancy services are provided through a Planning Engineer and a Project Manager. These specialists will participate in the planning and the tracking of all projects inside the modernization program of the refinery; program estimated to several million euros.

“By signing these two contracts, the Romanian oil industry becomes the second business sector, after the shipbuilding industry, where TotalSoft has exclusivity with its Project Management system, Primavera. This proves that, inside Romania as well, Primavera is not just a Project Management system, but it actually sets a standard .” said Bogdanel Budeanu, Primavera Division Director, TotalSoft.

TotalSoft experience with the oil refinery industry began in 2001, when it implemented Primavera for Rompetrol, for the revision project of the Petromidia oil refinery. Until today, Rompetrol completed, assisted by the TotalSoft consultants, two revisions of this oil refinery (in 2001 and 2005) and next year a third revision will take place.

Also, TotalSoft provided consultancy for the technical revisions of the Arpechim Pitesti (2006-2007) and Petrotel LukOil Ploiesti (2003) oil refineries. All things considered, TotalSoft became the only software company in Romania with special skills and expertise in planning and tracking such a complex process as is the technical revision of an oil refinery, that has tremendous financial implications.  

The most important contract with a company from the oil industry remains the contract signed two years ago with OMV Petrom – the biggest consultancy contract that TotalSoft ever had. Two years after signing this contract, TotalSoft specialists are still monitoring the most important projects that the oil company is rolling out (i.e. the oil pumps modernization project of Petrom – this project is part of a two years investment plan of approximately 500 million euros. The complexity of the project is hard to match: it involves 5 000 oil pumps and over 5 million working hours).
