The Municipal Transport Union of the Upper Silesian Industrial District (KZK GOP) organised a tender for the supply, implementation and maintenance of the Silesian Card of Public Services electronic system.

Asseco Poland, one of the leading Polish IT companies (in consortium with BRE Bank), was the only company that submitted an offer (PLN 189.6m (€43.2)) falling into the range of PLN 196.8m (€44.8) set by the KZK GOP.

Among other competitors were system integrators Comarch (in consortium with ATM Systemy Informatyczne, mPay and Getin Noble Bank) offering its services for PLN 276.6m (€63.9m) and software integrator Qumak-Sekom (in consortium with Polska Wytwornia Papierow Wartosciowych and Bank Gospodarstwa Krajowego) proposing completing the project for PLN 207.9m (€43.7m).

This has been the second call for the all-in-one card tender. KZK GOP invited some bidders for the second round, since when the first tender organised in 2010 (and later cancelled) only two out of the current three consortiums participated: Qumak Sekom and Comarch. The value of both offers, however, exceeded the then project’s budget by around PLN 160m (€36.4m), which originates from the unofficial data collected by Rzeczpospolita.

The multifunctional e-cards, combining transport tickets, ID and e-pay cards, is a flagship project for the Silesian agglomeration. Its implementation was scheduled for the years 2010-2012.
